NEWBURGH, N.Y. -- The Newburgh City Council will meet tonight to vote on the 2013 budget plan. There was a divide among the city council after Mayor Judy Kennedy proposed major changes to the budget submitted by City Manager Richard Herbek. But, after last week's meeting, the council members came to a compromise.
The proposed budget stays within the tax cap and adds two police officers. It also will take away two percent raises for the city's non-union employees. Other changes to the budget include the addition of a part-time HR specialist, and eliminating two vacant spots in the fire department. The city council will vote at 7 p.m.
